2 July 2004. One of the Eyeball series.
The Statue of Liberty has been closed since 9/11, initially for security reasons, then due to bureaucratic sloth of the National Park Service and a related refusal to spend millions of dollars in public donations and government funds being sat on by the Statue of Liberty-Ellis Island Foundation, a private group long involved in corrupt New York and New Jersey politics.
New York Times, April 7, 2004:
Federal investigators have begun an inquiry into the National Park Service's dealings with a nonprofit foundation it relied on to handle the reopening of the Statue of Liberty. The inspector general of the Interior Department, which oversees the Park Service, is investigating.
New York Times, July 1, 2004:
Statue of Liberty Pedestal to Reopen Aug. 3Visitors will be able to again enter the Statue of Liberty on Aug. 3, after being closed for nearly three years of safety and security improvements, the National Parks Service said yesterday. Although visitors will not be able to climb to the crown on the statue's head, they will have access to the observation deck at the top of the statue's pedestal, 154 feet above the ground. A glass ceiling at the top of the pedestal will allow visitors to see inside the statue, the service said in a statement. The staircase to the crown will remain closed, because it doesn't meet current safety and security standards. To eliminate long lines, the service said it will begin to take reservations for tours on July 22. The telephone number will soon be posted on its Web site, www.nps.gov/stli, the service said. Reservations by Internet will be available by September. Liberty Island was closed to visitors after the Sept. 11, 2001, attacks; although the island reopened in December 2001, the public has not been allowed into the statue while security upgrades were undertaken.

STATUE OF LIBERTY OPENING SET FOR AUGUST 3SECRETARY OF THE INTERIOR GALE A. NORTON ANNOUNCED THAT THE STATUE OF LIBERTY WILL BE OPENED ON AUGUST 3, 2004. PARK VISITORS WILL BE OFFERED A SPECIAL INSIDERS' VIEW OF THE ENGINEERING MARVELS THAT IS THE STATUE OF LIBERTY.
To better understand this monumental work of art, visitors will be able to view inside the Statue through a glass ceiling, guided by a park ranger and an enhanced lighting and new video system. In addition, visitors will once again be able to walk out onto the Statues observation deck to see the panoramic views of New York City and the Harbor, and witness the Statue up close from her promenades on Ft. Wood.
Located on 12-acre Liberty Island in New York Harbor, the Statue of Liberty was a gift of international friendship from the people of France to the people of the United States and is one of the most universal symbols of political freedom and democracy. The Statue of Liberty was dedicated on October 28, 1886 and was designated a National Monument on October 15, 1924. The Statue was extensively restored in time for her spectacular centennial on July 4, 1986.
Liberty Island is federal property located within the territorial jurisdiction of the State of New York.
The US has funded a 3D-documentation of the statue for its reconstruction in the event it is destroyed in a terrorist attack -- or, more likely, by neglect of its ostensible protectors:
